" IBC-13 is a Philippine-based media company under the Presidential Communications Operations Office. Along with Philippine Television’s Network and Philippine Broadcasting Services, IBC-13 is part of the media arm group which is responsible for broadcasting the activities, policies, and programs of the executive branch of government which are matters of public interest.

Hexilon, not a stranger to public service prior to his appointment, Hex served as a Board Member of the IBC-13. He has previously served as Councilor in their hometown, Santiago City, Isabela (2013-2016), and as Executive Assistant at the Office of the Executive Director of the National Commission for Culture and the Arts (2004-2007). Aside from his public service stint, Hex has also served as CEO for several private companies.
